Rules Revised (102, 300, 302, 314, 522, 904) 

The Northern Sierra Air Quality Management District is revising Rule 102, Definitions, Rule 300, General Definitions, Rule 302, Prohibited Open Burning, Rule 314, Minimum Drying Times, Rule 522, Title V, Federal Operating Permit, and Rule 904, Asbestos Airborne Toxic Control Measures Asbestos-Containing-Serpentine.

Pursuant to the California Health and Safety Code Section 40131, the District will conduct a public hearing during the Northern Sierra Air Quality Management District’s Board of Director’s Meeting conducted via two-site video/telephone conference on Monday, October 28, 2024, at 1:00 p.m.  The public is invited to attend and comment at either of the two Air District offices located at (Site A) Litton Building, Third Floor, Suite 316, 200 Litton Drive, Grass Valley, CA 95945 or (Site B) 257 East Sierra Street, Unit E, Portola CA 96122.  The public hearing is for the exclusive purpose of providing the public and interested parties with the opportunity to comment on the proposed revision to Rule 522.  Written comments may also be submitted to the District during the hearing or mailed to Northern Sierra Air Quality Management District, 200 Litton Drive, Suite 320, Grass Valley, CA 95945, but must be received in the Grass Valley office before 5:00 p.m. on Friday, October 25, 2024.   Written comments may also be submitted via email to office@myairdistrict.com, but must be received by 5:00 p.m. on Friday, October 25, 2024.  Documents for public review will be available by September 28, 2024, and may be requested by calling (530) 274-9360 or picking them up at either 200 Litton Drive, Suite 320, Grass Valley, CA. or 257 East Sierra Street, Unit E, Portola California.  In case of cancellation, the public hearing will be held at the same time and locations on Monday, November 25, 2024.

 The District will make all efforts to have the public hearing at the above-stated locations, but if there is an unforeseen issue to hold the hearing in the above-stated locations, the District will place the new hearing location on its website at https://myairdistrict.com/index.php/board-meetings/.   Please check the website prior to attending in case there is a change in venue.

Reasonable Availability Control Technology (RACT) 

The Northern Sierra Air Quality Management District (NSAQMD) proposes to adopt Reasonable Availability Control Technology (RACT) State Implementation Plan (SIP) for the Western Nevada County federal ozone nonattainment area for the 2015 Primary Federal 8-Hour Ozone Standard to fulfill requirements under the Clean Air Act. This version is based on an updated reclassification from moderate to serious for the 2015 Ozone federal 8-hour Ozone National Ambient Air Quality Standard. No new or revised regulations are proposed.

For further information, the District will conduct a public hearing during the NSAQMD Board of Directors regular meeting via in-person/teleconference on Monday, June 24, 2024, at 1:00 PM at 200 Litton Dr., Suite 316, Grass Valley, CA 95945 and 257 E. Sierra Street, Unit E, Portola CA 96122. In case of cancellation, the public hearing will be held at the same time and locations on Monday, July 22, 2024.
